According to the GAO, although this issue had been raised earlier too by many ISPs and network carriers, but the recent worries are focusing on the securities firms, which depends on the third parties for clearing trades and the process payments on the Internet. GAO has also warned that the Internet congestion during severe pandemic which hampers the teleworkers is anticipated, but the responsible government agencies have no plans developed to address this congestion and lack clear authority for acting upon it.

Gartner also picked up the GAO theme and has offered some of the technical tips for businesses which are grappling with this problem. The strategies of work-at-home for the organization might be in jeopardy as the residential Internet bandwidth supply might not be meeting their demands as said by Gartner. Gartner and GAO both along with many other groups have consulted the ISPs, carriers, and also the large carrier consortiums on the particular issue, and have also noted that the Internet backbone congestion from pandemic is not one major concern. The larger problem might be with the network edge or the last mile in residential portion of the Internet.
