The Experts Say That The U.S. Policy Towards The Cyber Attacks Needs A New Focus

Three cyber-security experts have said on Thursday that the U.S. policies towards defending against the cyber warfare needs a different approach than the government uses against other types of attack.
This will also be difficult for U.S. government to voice and follow with a policy of cyber deterrence, like the ones it has with the nuclear attacks as said by Martin Libicki who is a senior management scientist and has specialized in cybersecurity at Rand, which is a nonprofit think tank. Firstly, it is very difficult to identify the attackers, especially when some of the nations appear to sponsor the private attackers; he said this during a meeting of Congressional Cyber Caucus that was held in Washington, D.C.
He also that it may be difficult for United States to follow through with these threats of counter attacks, when the U.S. cyber experts do not know about how much damage such attacks could do and with the cyber attacks, some of the countries may be willing for gambling on the capability of the U.S., unlike with the nuclear attacks.
He added that any of the deterrence policy is so designed as to scare the people away. The problem is as if you can not execute it then you are bluffing and it is quite possible to believe the people will be calling it our bluff, he said, if this turns out and we are not able to do what we are saying, then we are not only embarrassed for ourselves but also we end up by calling all of the other deterrents into question too as said by Libicki.
