The BTT Software provides RFC 868 times protocol that shows you time in GMT, but it allows applications to convert it to GMT relative local time. Basically it is used by UNIX system but there are also some other network devices that are also using it. It is using port 37 over UDP or TCP and the BTT Software gives response to both UDP and TCP requests on port 37. It shows you the list of recent requests in the main window. You can run it as Windows 95 service by using the .inf files. '
